Make a quick chermoula: mix half the chopped cilantro, the garlic, cumin, paprika, lemon juice, 3 tbsp oil, and 1 tsp salt. Coat the fish with a third of it.
Slice the potatoes 1/4 inch thick and layer them in a wide lidded skillet with the remaining oil. Top with sliced peppers and tomatoes and the rest of the chermoula.
Add 1/2 cup water, cover, and simmer over medium heat 18-20 minutes until the potatoes are nearly tender.
Lay the fish on top, scatter with olives, cover, and cook 8-10 minutes until it flakes.
Finish with the remaining cilantro.
